Each member of Brielle Obstetrics & Gynecology's team-oriented staff plays
an important role in making your office visits pleasant, convenient and
beneficial. The credentials of our doctors are impressive. They bring six
decades of medical experience to the practice. Our accommodating office staff
is readily available to assist you with appointment scheduling, payment
planning and insurance claim processing.
Dr. Welt began his professional career in 1971 completing a residency in obstetrics and gynecology at Newark Beth Israel Medical Center. He was the hospital’s chief OBGYN resident from 1980 to 1981 and joined Brielle Obstetrics and Gynecology the following year. Board Certified and a Fellow of the American College of Obstetrics and Gynecology. Dr. Welt subspecializes in laparoscopic surgery, often referred to as “Band Aid Surgery”, during which miniature equipment is used to control everything from scissors to lasers. This is a major operation performed through tiny incisions allowing patients to return to normal activity in just days.
He completed his undergraduate work at the University of Vermont graduating Summa Cum Laude in 1973 with a Bachelor or Science degree in Electrical Engineering. Dr. Welt’s concentration in Biomedical Engineering led him to a career in medicine. He attended the University of Medicine and Dentistry of New Jersey, graduating in 1977, and has since dedicated himself to the needs of patients throughout the central and southern New Jersey.
Dr. Welt holds memberships in the American Fertility Society, the New Jersey Obstetrical Society and the Society of Laproendoscopic Surgeons. A respected educator, he is currently the Chairman of the Department of Obstetrics and Gynecology at the Medical Center of Ocean Count, Brick and is an attending physician at the hospital.
Deborah Saez-Lacey, M.D.
Dr. Saez-Lacy brings more than fifteen years of experience and an outstanding reputation to Brielle Obstetrics and Gynecology. After earning a B.A. degree with high honors in Microbiology from Rutgers University in 1982, she was elected to the Phi Betta Kappa Honor Society. She went on to study medicine at Robert Wood Johnson School of Medicine, graduating in 1986. Dr. Saez-Lacy completed her internship and residency during the years 1986-90 at Pennsylvania State University’s Milton S. Hershey Medical Center. She is Board Certified, a Fellow of the American College of Obstetrics and Gynecology and attending physician at the Medical Center of Ocean Count, Brick.
Dr. Saez-Lacy’s specialty area is adolescent gynecology. Because she is highly interested in preventive care medicine, she teaches and counsels adolescents and adults on difficult issues such as contraception, PMS and sexually-transmitted diseases. She has spoken extensively on the subjects on cable TV, at the Medical Center of Ocean County and at many educational forums.
After earning his bachelor’s degree, Magna Cum Laude, in Physiology from Rutgers University in 1985, Dr. Keelan enrolled in Robert Wood Johnson School of Medicine from which he graduated in 1990. He served his residency at Magee Women’s Hospital, University Health Center of Pittsburgh where he received recognition as Best Resident Instructor for two consecutive years. Since that time, Dr. Keelan, who is Board Certified and a Fellow of the American College of Obstetrics and Gynecology, has been part of the Brielle Obstetrics and Gynecology team and attending physician at the Medical Center of Ocean County, Brick.
Dr. Keelan’s area of concentration focuses on issue facing mature woman including sexuality and the correction of changes in the bladder and pelvic organs. As these changes are often difficult and embarrassing to describe, Dr. Keelan’s gently and compassion manner are frequently put to task. His experience affords him the ability to correct the most complicated problems both with and without surgery.
Dr. Filardo graduated Summa Cum Laude with a bachelor’s degree from Lehigh University in 1984. She went on to attend The Medical College of Pennsylvania in Philadelphia, earning her medical degree in 1986. She completed her residency in 1990 at the University of Maryland Hospital, Baltimore, where she served as Administrative Chief Resident.
Board Certified and a Fellow of the American College of Obstetrics and Gynecology, Dr. Filardo has served as an attending physician at the Medical Center of Ocean County, Brick, since 1990.
Dr. Filardo’s specialties span pediatric gynecology to menopausal health with a strong focus on preventive medicine. She offers additional expertise in alternative and complimentary medicine. Dr. Filardo has spoken extensively in many educational forums throughout Ocean and Monmouth counties and has participated in health related discussions on cable TV, local radio stations and book reviews at Barnes & Noble.
Dr. Alexander was elected to the Phi Beta Kappa Honor Society when she graduated with honors with a degree in biology from Indiana University. She continued on to earn her medical degree in 1999 from Jefferson Medical Center in Philadelphia. Remaining at Thomas Jefferson University Hospital for her residency, she was chosen to serve as Chief Resident of the Obstetrics & Gynecology program. Graduating in 2003, she received the Ortho-McNeil Resident Research Award for her original research on recurrent vaginitis.
Dr. Alexander is board certified, a fellow of the American College of Obstetrics and Gynecologists, and an attending physician at Ocean Medical Center. She joined the staff of Brielle Obstetrics and Gynecology in August of 2003, bringing with her a wealth of knowledge of the technological advances in minimally invasive and laparoscopic surgery.
As a mother of two, Dr. Alexander’s nurturing manner helps adolescents through their first exam, eases anxieties of her OB patients and helps manage the onset of menopause.

Barbara Lutz, a certified nurse mid-wife, has been a registered nurse since 1979, bringing 27 years experience to our practice. As an R.N., she practiced as a labor and delivery nurse for sixteen years before returning to school. She became certified as a Nurse Midwife in 1996 at the University of Medicine and Dentistry of New Jersey, and was the first midwife on the medical staff of the Meridian Healthy System at Ocean Medical Center.
Barbara is not currently delivering babies to spend more time with her family, however she provides a unique aspect to prenatal care of our patients. Barbara spends extensive time with our new mothers explaining the sometimes overwhelming information of many of the new screenings and testing now available to our patients. She also will see obstetrical patients during their prenatal care as well as providing gynecology care for our regular patients.
